John C. Carroll

John C. Carroll, 73, of Oshkosh, passed away on Tuesday, May 31, 2022 at Lakepoint Villa Assisted Living.  He was born in Warsaw, New York, on May 9, 1949 to the late Orin and Ruth (Loth) Carroll.  He married Kathleen “Kay” Frederick on October 5, 1984.

John received a scholarship to attend Bucknell University in Pennsylvania where he earned a Bachelor of Science in Civil Engineering.  He later earned a Masters in Counseling from UW Oshkosh.  He began his career as a civil engineer in West Virginia and in the later years of his life, worked for the Wisconsin Department of Transportation.  He assisted with setting up and investigating minority-owned businesses throughout Wisconsin and was instrumental in the development of the Lac Courte Oreilles summer classes.

John always looked forward to his yearly trip to the Boundary Waters and traveling the United States with Kay in their RV.  He had a special love for listening to loons and camping around Buffalo Lake in Wisconsin.  He was an avid reader and a friend of Bill’s for 45 years.

He is survived by his wife, Kay Carroll, sister Sue Carroll (Washington, D.C.), and brothers Robert (Illinois) and David (Holly) Carroll (New York).  He is further survived by his step-children Angela (Don) Lindsey (Texas), William Berndt (California), and Lisa (Martin) Messa (Wisconsin); step-grandchildren Ryan, Paige and Megan Mesa and Kurt Becker; and step-great grandchild Eric Becker.

In addition to his parents, John was preceded in death by his sister Ruthanne Carroll, step-daughter Susan Berndt and step-granddaughter Sonja Becker.

Per John’s wishes, cremation will take place and no formal services will be held.Special thanks to the staff of Lakepoint Villa for the love and support provided to John and Kay throughout his final journey.
