Phyllis Blackwell, age 88, passed away after a brief illness and hospitalization, on August 24, 2026. She was born to the late Clarence and Arvila Passehl on October 3, 1937 in Clintonville, Wisconsin. She married William Blackwell on July 13, 1957 and they were married for 57 years before he passed away in 2015.

Phyllis was raised in Clintonville, WI alongside her sister Donna and brother Dennis. Their house was always filled with laughter. A highlight from her high school years include being crowned Prom Queen and being chosen as Ms. Chevrolet! Her nickname was "Footie" because she led the parade with her hat, boots with flying tassels and her baton flying high in the air. After high school, she moved with her sister to Washington DC for a short while. After returning to Wisconsin she was employed at Kimberly Clark Corporation where she worked for approximately 30 years, before retiring in October 1997.

Phyllis and Bill loved to vacation in Florida, where they spent many happy years walking along the ocean in Daytona Beach and enjoying dinners out at all the great restaurants. They loved to dance Jitterbug and everyone stepped away from the floor to watch them. She was always busy at her church where she began attending in 1962 and she was the first female council President. Her favorite times involved her family with a cup of black coffee in hand, visiting, laughing and telling jokes.

Phyllis was incredibly endearing, making everyone around her smile and laugh. She was very positive and made strong commitments. She was a delight to be around, even in her final days.

Phyllis is survived by her brother, Dennis (Sheila); daughters, Linda Tedlie, Wendy Lueck (Jeff), and Kim Blackwell; grandsons, William Tedlie Jr., Jack Rasmussen (Kara), Chad Lueck and granddaughters, Jody Hahnke (Seth), Lindsay Lee (Gary), and Amanda Janssen (Luke). Great-grandchildren, Leyna, Logan, Adeline, Ava, Brinn, Margaret, Samuel, Annie, Baden and Conner; and three nephews, Doug (Connie) Jeff (Sandra), and Jim. She was proceeded in death by her parents; husband, Bill; sister, Donna; brother, Jerry, and daughter, Shelley.

A celebration of Phyllis' life will be held at Christ Our Savior Lutheran Church, 1860 Wisconsin Street in Oshkosh on Monday, August 31, 2026, at 11:00am. A visitation will be held from 9:00am-11:00am.

A memorial has been established at the church for Music and Technology Outreach.
